Cross-Border Policy Playbook

A collaboration between the Global Shapers Canberra Hub & FORE Australia

If it’s been solved somewhere, why not share the solution?

Project Overview

Local Challenge: Policy solutions that have been successfully implemented in one region often remain unknown elsewhere, limiting opportunities for replication and adaptation. There is no central, accessible platform for sharing proven policy successes globally, especially one that is youth-led and focused on inclusivity.

Project Solution: The Cross-Border Policy Playbook will engage Global Shapers Hubs worldwide to identify and submit two successful policy solutions from their region. These solutions will be formatted as one-page briefs and catalogued in the FORE Australia Solutions Library, creating a free, accessible platform that connects policymakers, advocates, and young changemakers to proven, adaptable ideas. By crowdsourcing these solutions, the project ensures that effective policies are shared across borders, empowering decision-makers and encouraging global collaboration for positive change.

At its core, this is a youth-driven policy initiative, led by young people committed to ensuring that effective policies don’t stay local but inspire change globally. If it’s been solved somewhere once, why not share the solution?

Why a Youth-Led Approach Matters

  • Young leaders are already shaping policy conversations—but they are often overlooked. This initiative demonstrates that young people are not just future leaders; they are leading right now.

  • We bring fresh perspectives and innovation. Many policy solutions fail to cross borders simply due to a lack of visibility. Young changemakers are uniquely positioned to identify and amplify successful policies from their communities.

  • It strengthens intergenerational policymaking. By curating and showcasing youth-sourced solutions, we ensure that decision-makers are listening to the voices of young people who are directly impacted by policy decisions.

  • Global Shapers and FORE Australia are proof of youth impact. Both organisations are led by and for young people, demonstrating the power of youth-led networks in bridging gaps between policy and action.

FORE Australia Overview

FORE Australia is a youth-led, non-partisan social enterprise dedicated to bridging the gap between policy ideas and legislative action. FORE Australia would like to acknowledge Aboriginal and Torres Strait Islander peoples as the Traditional Custodians of the land we live, learn, and work on.

We value their cultures, identities, and continuing connection to country, waters, kin, and community. We pay our respects to Elders, both past and present, and are committed to supporting the next generation of young Aboriginal and Torres Strait Islander leaders. This always was and always will be Aboriginal land.

As an organisation dedicated to amplifying solutions, we recognise that First Nations peoples have long identified many of the pathways for environmental protection and meeting community needs. Our role is to listen, support, and amplify these voices.
